Consultation – Proposed amendments to Licence Conditions and Codes of Practice (LCCP) due to the Digital Markets, Competition and Consumers Act 2024

Closes 29 Sep 2025

Opened 18 Aug 2025

Overview

The Digital Markets, Competition and Consumers (DMCC) Act 2024 is a new UK law that aims to update and strengthen consumer rights and protections and improve access to alternative dispute resolution for consumer contract disputes. The DMCC Act revoked and replaced the Consumer Protection from Unfair Trading Regulations (CPUTR) 2008 and will lead to the revocation of the Alternative Dispute Resolution for Consumer Disputes (Competent Authorities and Information) Regulations (ADRR) 2015, replacing them with new provisions. Both the CPUTR 2008 and the ADRR 2015 are referenced in the Licence Conditions and Codes of Practice (LCCP). We are consulting on proposed changes to the LCCP to make sure that it reflects the most recent consumer legislation. The changes required will only reflect the changes in legislation and won’t extend beyond the legal obligations on licensees. To make these proposed changes, a consultation is required.

Why your views matter

This consultation sets out proposals that amend or remove wording in our LCCP and replace them with references to the DMCC Act 2024. All stakeholders, including consumers, gambling licensees and members of the public are invited to share their views on these proposals and provide a response to the proposed LCCP amendments. These views will help us decide if we have considered all the required changes and made the appropriate amendments.
